On the left side of the page there will be a bunch of bars, one of which is called My Settings and has a link to General Settings. Hit that, and then down at the bottom under "Miscellaneous Options" chose either the Advanced Interface or Standard Editor.

@ Crash - Oh, are you still using the Basic Text Editor? The one without all the fancy formatting options? I did a little testing and it looks like the disable smilies option doesn't show up with that one for some reason, but if you switch to the Standard Editor or Enhanced Interface it should be there.

If you switch edit modes and it's still not there then you have clearly angered the fancy new forums and all hope is lost.
