If you can estimate the direction of the bullets' source, throw some ninja stars over there while you try to drag Alexei around the corner to somewhere relatively safe. Looking at that gut shot, he may not survive long enough for help to arrive, so try to get some more information out of him (in the name of trying to keep the peace? Or for protecting the Cossacks' interests, if Jess is a good enough liar).

The stairs to the upper area is located at the upper right corner of the map.

The skylights are the only available 'exits' on the upper floor, right? Are they located, like, in the center-ish area of the map or would the gunman be able to reach them from the sides? Since we gotta know whether or not this guy needs to kill us to leave or if he already has a way out without needing to confront us.

Okay that is a better position. Dude got gutshot, and that is bad but it could take him a while to bleed out. He will go into shock pretty fast though from the pain, and possible cyberlimb nerve backlash shit. Tell him to drop and play dead there isn't much more you can do for him at the moment. If he can jump behind one of the boxes that would be great though.

If you have ranged weapons lay down some suppressing fire while getting to cover behind the box to your north or run directly under him if you think you could make it. You could possibly then make a parkour dash around and over the boxes to the northeast to get to the second level once mister shooty there goes for a reload.

Given some of the things we've seen the cossacks do with surgery, so long as the sniper doesn't headshot him, Alexi should be fine.

Yeah, you kind of want him alive now. As much as you hate the idea of Anastasia figuring out you’re alive, you want a war in Caper City even less.*

Yes, try to take on a sniper with an assault rifle in a elevated position using throwing knives, that sounds like a great idea! Because throwing knives while under fire from an automatic weapon always works out!
The pistol however, does the trick. Your aim sucks, but it’s enough to get him to keep his head down for a moment.

Notes: The panic box is on the first floor, underneath the Catwalk. The Shipping Crates provide total cover, the shelving units provide some cover, but it's not complete.

So, Combat Focus. Am I remembering it wrong, or did someone say we HAVE to state when we do that? 'Cause while the gunman can't hit us for now, this seems like a great time for Jess to concentrate. Blue Shift or Slash and Burn both seem like good choices (for the speed and the smokescreen they both provide).

OTHERWISE, tuck and roll to the next crate! This guy seems to be pretty accurate with his gun, so it might work only for a few times, plus considering how Jess' accuracy is pretty bad, the gunman might get a bit more gutsy and duck away less often. Still, try firing at him before moving on to the next crate.

ALSO: Looking back, I noticed we never chose a Micro Ability (Jess' knowledge on the Cossacks)?

Time to use blue shift. Check carefully where you gonna jump, to reach the destination (pic will follow later). Then ask Alexei to shout profanities as you start you moves. This may startles the sniper a bit, giving you addition edge.

Leave the pistol with Alexi. Even though he's in shock, and his arms way busted up, maybe some auto-running targeting software will let him get a good shot off. Meanwhile, Jess should move back into the interrogation room with the stereo, by means of the back (western-most) alley of containers, then side-zig-zag into the room. The shelves will block the last open bit. Once in there, either the shooter will need to move for a better angle, or Jess can find an air vent to duck through.

Jess, try to identify the weapon the shooter has, if it is making a distinct sound or muzzleflash. If you know it, you'll know how much ammo the shooter may have, which might be helpful.

Guns aren’t really your thing, but you’ve heard Cairo drone on about them all your life, and besides, you would know this one.

You know exactly what gun he’s using, a Woo AR-12. It’s the weapon of choice for Orange Lotus footsoldiers looking for some extra firepower. They lack the stopping power or reliability of the Kalashnikovs that the Iron Cossacks tote around, but they’re cheap and accurate provided you stick to short bursts.
This guy has a silencer on his, which means he’s probably modified it in some other way as well. He’s smart enough to stick to short bursts rather than blaze away like an idiot, so you don’t see him running out of ammo anytime soon.

Which really doesn’t leave you with many options besides running as fast as you can. Fortunetly for you, that is very, very fast.

You get over to the Panic box unharmed. You’re underneath the catwalk, so you should be safe until he turns the corner. Just like Alexi said, there is a hidden panel behind the fire extinguisher.

The thing on the bottom right is obviously the radio Alexei was talking about, when we freed him. Have you practiced your Russian accent, Jess? 'Cause it might be time to call for some "reinforcements".

The gun-shaped thing, though...I think that's a handle and a trigger? It's from the panic box. So I suppose it's either a weapon for emergency use, or some sort of flare gun? Experiment. Try taking your best shot with it at the gunman.
