Note for BRO LOGON SCREEN ONLY!

First off, you require a copy of unupdated Windows Vista or (maybe?) Windows 7.
IT WILL LOOK AWFUL IF YOU DON'T HAVE IT.
You can tell you have this because when you lock (or log off) your PC, you will have a SMALL ICON in the middle of your screen. THIS CHANGES WITH SOME UPDATES TO VISTA. So, try locking your PC now to check. If the icon is about roughly 2.5cm square, you're good.
IF NOT, DOOOOON'T BOTHER WITH THIS MAN. I'M TELLING YOU BRO.

Notes for SBURB and SGRUB logon screens:

These are neutral and don't mind being hidden behind the icon, it doesn't detract from it. Those of you will gigantic screens will be pleased to find I used a gigantic image to begin with.

====To Begin====

Now, hopefully you got by all that okay.
First off, you need LogonStudio from Stardock software. Its free, nonintrusive. I think you can even uninstall it after you're done, and its easy to change back.
Get it here, now:

====Installation====

Now. You've gone and installed this, and are faced with a window with several options.
Now, go download this:
Oh Hell No! Logon Screen - Mediafire
Or this:
SBURB Logon Screen - Mediafire
Or this:
SGRUB Logon Screen - Mediafire
Or all three!

And open it in LogonStudio, and apply.
Test it by locking your PC. If it tickles your fancy, you've done it right.
If it does NOT tickle your fancy, but rather impales it with a thousand needles of annoyance, you can EASILY change it back with LogonStudio, so don't panic!

I run this just fine with Windows 7, I changed my user picture to match up with the background.

The only problem is the picture's box is in a different place when it's starting up vs. waking up and locked so there's slight dissonance there

LogonStudio is certified to work with Windows 7, but I just haven't tested this image with it. The user icon may be in the middle of Bro's sweet shades or something. Try it out and see.

I downloaded the widescreen one for my laptop, and like you said, hat+shades over icon. Looked fine.

however, I didn't have a password set, so I decided to set one. I locked my computer again, and now the icon was larger and appeared over Bro's hat + shades.

and yes, I have Win7

edit: the welcome thing appears between his shades and Oh Hell no, rather perfectly.

Well, the thing is, I don't think it will look good at all with the shades and hat shifted all the way to the top of the screen.

Well thanks for providing some insight as to why Windows does this. I know in updated versions of Vista the icon was changed to be permanently large, but I couldn't account for other editions of Windows.

I don't know if I was all that clear, but without the password, the icon was rather small, but with it, it became almost as large as the hat and shades.

Windows 7 here, updated + a password is set, and my user-icon pretty much completely obscures Bro etc.
