I don't have any real ideas for the symbol, but I believe one of his quirks should be using his horns to hold up fake mustaches over his lip and smiling devilishly.

Edit: Actually, now that v brought it up, if he's gonna be a sea dweller than his horns should be used to hold down fake mustaches so they don't float away.

Okay, here's the thing about symbols: I can't do 'em. For the most part. I could improvise and grab some random symbol, but that'd be for originally existing things I could use for symbols. And yes, we're still gonna have him be a sea troll. THAT WAS THE POINT!
