In my head-canon the Mayor is WV and Fefe is the daughter of the ruler of the land, studying under WV as his assistant, runs the orphanage and fights crime as The Culler.

All these at the same time.

I totally agree with the thing about changing her goggles color as the mark of what 'persona' she's in. Her Lusus is pretty well known for being the biggest one ever. She runs the homeless shelter/care place which is how she met Karkat/Nepeta/Gamzee, because she wanted them to stay because she wanted to take care of them, but Karkat was pretty much 'UUUUUH NO WAY WE'RE FINE'.

She works for the Mayor as his personal assistant, and is fond of talking to everyone. As the Culler, she varies - sometimes changing in the middle of a night - between being a criminal nuisance or a great help.
