    It is permanent both in the comic, and in real life. Real "Neil" sometimes has slight trouble seeing out of the effected eye. Homestesque Neil however...

    ... yeah that eye's pretty bad.

    Well, the thing is, Rose stopped far short of the true breadth of the game.

    Her FAQ probably doesn't cover a tenth of what we now know.

    Something along those lines.
    So that means we can't assume that this game creates another universe or anything like that.

    Sure it might have some bigger purpose, who knows?
    But I distinctly doubt its making another universe.
