I've honestly never been quite sure who/what Tea-san is supposed to be. Is she an actual person? A character he uses for these informative interludes? I do not know.

She's just a narrator of sorts. Tom has referred to her as being his representative in the comic for explaining things. When people asked him why she looked pissed in the banner when he announced he was working on the comic full time, he said it was because she's the face of the operation and not him (he was prominent in the banner).

I'm pretty sure the latest page is just poking fun at the earlier pages when she's explained stuff.
