I think that in addition to overspecialization, the metalbending police are trained specifically to fall back on their metalbending instead of regular earthbending whenever possible - probably to avoid collateral damage, as they operate entirely within the city, and they can't risk damaging the infrastructure. You'll notice that when Lin finally DOES break out her earthbending, it's very compact, and she doesn't actually move much earth. It's the same as when they fought the platinumechs - the ground there was made of bendable earth, but the police instinctively went for their metal whips.
Another thing that we as the audience often take for granted is that the people in the show can't SEE airbending.. For us, it's stylized as swirling vortices and what have you, but for the characters, the air is invisible no matter what's being done with it. So in addition to being unfamiliar with airbending in the first place, the chiblockers couldn't have told what was coming at them until they got bowled over.
