    If you are landlocked, you must choose Army.
    If you are coastal, choose between Fleet or Army.
    Spain, StPetersburg and Bulgary, if they are building a fleet, must specify the North or the South coast.

    Six spots left. In case we can't fill up those spots, I can offer to make a variant where the rest of the spots would be Neutral troops, however they would have to be stationed in the germanies and the italies, so the players who choose them would have to repick their territories.
