Light in the medium seems to emanates both inward towards the battlefield and outwards towards the Ring via the empty space the clouds occupy, so black clouds actually could mean rain, given the light would be coming through clouds towards Prospit, in the way that a storm cloud blacks light from the sun relative to the ground.

I'll go a step further: This is the normal way S***b operates. Ancestors and descendants being divided into different groups is something that only happens with sessions that are Scratched.

IDE: The session-wide blackout that UU sees isn't caused by Roxy, it's actually caused by the arrival of Godtier Rose, who still has some grimdarkness. It got amplified by the tiger.
IDE: Since the r-kids will probably prototype the bodies of their parent-figures respectively, the game will translate them into sprites as normal, but the prototyping will result in the black queen's ring granting the powers of the four heros of the previous session. The new boss will be Her Imperial Condescension and will use the powers of breath to combat Prospit in the battlefield, the powers of Time and Space to arrange for LE's arrival in the new session, and the powers of Light to make it all happen, making the final conflict a literal chess-match between Rose and HIC with Roxy and Jack Noir being the primary wild-cards on either side.
Considering that none of the Kings or Queens will ever receive a prototyping from the players' entry, it seems likely that the Condesce herself would be much more powerful than any of the other Derse royalty. And she's also a rule-breaker, like Bec Noir was. So lots of added danger there.
She is a force to be reckoned with due to her political powers, but since her only actual power is not to die of age, she herself should be considerably weaker than all of the pre-scratch kids and surviving post-scratch trolls except possibly Karkat and Terezi.

Plus, the higher on the hemospectrum one goes, the stronger they are physically (Clear example; Feferi dragging a whale from the surface to what was likely the deepest part of Alternia's ocean [where else would she keep her lusus that would be similarly awe inspiring?] to feed Gl'bgolyb). With the exception of Equius and, maybe, the Highbloods. Or it could be physical strength peaks at the Highbloods and stays a constant; who knows.
Oh, and there's also that resistance to psychic attacks. Though, the Condesce probably doesn't need it.
And, well, she still has a vast empire supporting her, with advanced technology and a legion of drones. Plus whatever else Lord English must have given her when she entered into his service.
Pretty sure LE can't actually give them powers apart from the immortality he cursed the Handmaid with.
And yes, she is both physically and psychically stronger than most trolls, but here we have either 4 or 5 gods, a barely stable Destroyer of Rage, a rainbow drinker and two others, and the four non-gods are presumably at the top of their echeladder and in possession of weapons of near unmatched strength.

Plus, we've already seen how capable the Kids' guardians were in their session (Bro was able to fight quite evenly with Noir before he ascended to the dog-tiers), so considering how long lived and experienced the Condesce is in fighting, I think she'd be a match for anyone who wasn't a godtier player. Which is lucky for the kids and trolls, since they have more than one godtier player on their side. The problem is, the Condesce doesn't need to fight them; she's got an army to do that for her and years of planning and preparation. She seems intent on disabling the session as well as corrupting one of the players (Jane). Who knows what she's got up her sleeve?
We don't know when the old kids will arrive either, it's entirely possible the Condesce will have to be dealt with before they arrive, she'll certainly pose a great threat to the new kids.
