That picture with Vriska watching the sun rise was actually made a month ago. I have have been working on this comic for a while now. Actually I got the idea for this comic right after I read the update where

In that context, it doesn't make much sense. If the author means an unknown person made the decision, I guess, but that wouldn't make much sense either, since it's a court. Unanimous means everyone agreed, so that makes more sense.
