Knock on the door and if she doesn't answer get a rock and break the windows, if she freaks at you say the clannfear threatened you telepathically to do it before you left. And if all else fails just burn the place down.
Let's take a moment to think. Like us, not Katia. Run down a quick inventory of people we know have been scammed by Sigrid, and people we know dislike her, and people who might be willing to listen to Katia about her.
Quill-Weave: Mentioned that she's never been into the Kvatch guildhall. She's only been by during the day, when it was closed, and thus has never met Sigrid. She's familiar with con games, and has connections with the lower classes and Criminal Scum, presumably meaning she has some contacts with the Thieves Guild. She also has high society contacts. This is someone who could help enormously, and she has a personal stake in it because Sigrid stole her letter from Katia, too.
NAH: Broadly against alchemists, but too smart, as a vampire, to go head to head with the Mage's Guild. Also doesn't dislike Katia. She'd be of no help.
Honestly, anyone living in Kvatch right now has probably been bamboozled by Sigrid. You see that pile of money? She's been running this con all over town. Martin might be the exception, but he's a priest and probably wants to stay out of the Mage's Guild's affairs, given his past.
Dmitri: Well we know he hates Sigrid oh wait never mind
Countess Umbranox: Actually pretty reasonable! And if it's hinted that Asotil is really into Sigrid, she might decide to do something about it just to see if she can make him sad.
Asotil: Already aware, actually. He says it outright: what he finds truly beautiful about her is the way she skirts the edges of the law without actually doing anything illegal. His attraction to her is born out of a respect for her ability to manipulate the law that he holds as sacred. Asotil is weird. And he won't be of any help, because his alignment is Lawful Lawful. He doesn't give fucks about Good and Evil behavior, so long as the law is being obeyed. And Sigrid's actions are fully within the law. He's busy dealing with the Green Scourge of the Gold Road anyway.
Speaking of whom...
Gharug gro-Upp: Hates Sigrid. It's not the actual Kvatch Mage's Guild he hates, certainly! He doesn't hate necromancy-- indeed, he had quite a cheerful conversation with Dmitri, who summoned a skeleton right in front of him, up until the Kvatch guildhall was mentioned. This leaves one really plausible explanation: He went to sell something at the Kvatch Mage's Guild and, when he walked out, realized HE, the professional highwayman, had been conned out of all his money and items by a golden-haired shrew. Gharug hates Sigrid, too; however, given that Katia is completely terrified of him, it'd be a hard sell on her to enlist his help. The lure of two giant piles of money might be enough to garner his good faith and cooperation, though-- he's extremely generous with people who happily cooperate with him, and help him make lots of money. That said, it would be wisest to leave any valuables elsewhere when Katia seeks him out-- he doesn't kill people unless they try to resist most times, but if he thinks he'll get a better return by robbing her than by helping her with the guild, he'd just steal all her stuff.
Baeralorn: Might be interested in helping out, since she's besmirching the... well, already ruined name of the guild hall that trained him.
Stephane: Might be the exception to the living-in-Kvatch rule. He clearly knows Sigrid's game, and doesn't seem to like her. But he doesn't like Katia, either. Dude's got his own agenda here, and while he COULD help, it's very probable that he won't, and really just wants you to go away. I wouldn't waste my time with him.
The summoned Clannfear: Is a clannfear. Not helpful at all.
So yeah. I still say Quill-Weave is our best option at this point. Gharug could be ultimately more helpful, but is infinitely less reliable, and can't be trusted, nor sought by ordinary means, and probably wouldn't consider the venture worth the risk in his cost-benefit analysis.

Then, head straight to the Mage's guild, and report Sigrid's behavior-- not to the one named Hannibal, but to the woman. She'll take word to the proper authorities. And then you can join there, in Anvil, where the guild isn't skeevy and full of nude paintings! Because you have two spells! And maybe they'll give you a new robe because that guy loves giving out robes and you'll be an actual mage!

Good Gods, WHY is everyone here so violent?! Its as if a lot of people actually think that is a good idea?? You'll totally get massacred by Sigrid / The Guards / Asotil!
Also, Katia. I know you think you are not good at Acrobatics... but you were awesome at that dancing thing, which is indeed a physical skill very close to Acrobatics, and you have been getting lots of practice in Acrobatics lately! You have probably improved! Spend some time actually practicing jumping and landing and climbing and stuff!

One, this is Tamriel, where violence solves everything.
Two, the get close to happiness/fail spectacularly/cry and wallow in self pity/repeat cycle that Katia keeps falling into has gotten dull. I don't want to see her slink off with her tail between her legs yet again. I want her to take action, grow as a character, have adventures that are both funny and satisfying. Not be the punching bag of the universe, a perpetual cosmic joke.
Second'd, third'd, fourth'd and fifth'd. This plan is the best and anyone who disagrees doesn't get an opinion.
My only notes to add are to do as someone else said and wait around until morning, then check the guild hall's trash for the letter/anything else of value. Hell, a fancy robe that got thrown out because of a small tear would be a good find.

Katia: Stay in Kvatch. Acquire bland group of friends, annoying sidekick, asinine rival (who's really just a misunderstood and deeply hurt individual), and a completely evil nemesis with evil posse. Embark on the most rigorous dance contest training you've ever went through in your entire life. Enter Kvatch dance contest. Record your heart-warming and inspirational journey from being a broken gutter-cat in Hammerfell to winning the hugest AND most awesomest dance contest in all of Tamriel.
Acquire septims, then return to Quill-weave. Sell her the right to write about and publish your story (but keep the royalties!). ENGAGE MAXIMUM SPETIM MODE.
I don't disagree, we shouldn't tell her to go back to Sigrid and try to get revenge or fly head on into making agreements with shifty characters, at best. However I think that she needs to do something to get herself back on her feet and not go home naked. I'd just like to add one thing:
Katia: Use up all your magicka (go to the well and blast it all in there, so it's not a total waste), just to be safe, then sell the amulet. Buy what you need to fix this whole mess, you should have enough money from selling it. To be sure, scope out the stuff you would need around town to get a total cost, then see what the amulet's worth. I don't think we'll likely run into a situation where the supplies we need are worth more than the amulet, but it's always better to be cautious (I hope that got firmly entrenched in your mind this time around).
But other than that I agree with all you said.
I get it. Katia isn't a great warrior. But sheesh, it's only two weak mages between her and a huge pile of money. She's never going to level up if she doesn't get in a fight now and again.
Fine. There's more than one way to play this. No reason a hero has to play fair.
Katia: Perform the Black Sacrament.
okay I've suggested it before but:
Katia: door, made of wood, a fireball will do enough damage that it should be easy to break down, once inside find a table or chair and break that and take one of the legs off it, you now have a club, proceed to the dining room and retrieve your stuff. if Steven or Sigrid try to stop you you bash them over the head with the club, it shouldn't kill them but render them unconscious, and as mages they probably are not terribly good at hand-to-hand fighting so this should be easy even for you. now you've probably committed a few crimes doing this so you'll need to help yourself to Sigrid's pile of gold to pay off the fines, unless you like the inside of a jail cell. on your way out unchain that weird door with the blood coming out the bottom just as an added finish and then if a guard should stop you afterward use said gold to pay off your own bounty and leave Kavatch free as a bird.
or if you think you're not up to this then i suggest you locate that pesky paperwork, destroy that by any means necessary. then report her to the town guard saying she stole all your stuff. it will be your word against hers and i think people think she's up to something anyway despite her charm perfume so more than likely they will side with you.
either way you need to get your stuff back, it's the best way possible to regain your self-esteem after such an embarrassing situation.
The basic problem with this plan is that nobody seems to have tried it, and Sigrid seems to have screwed some pretty powerful and competent people, who are doing nothing but be furious at her. It is more than a little optimistic to think Katia can rouse them to be concerned about her petty losses.
Quill-Weave may provide crash space, but that is about it. She is a small businesswoman who can't afford a place with two beds. Even if we assume she does have the hots for Katia and will forgive her again, about the most she can do is warn future suckers away from the mages guild. There effectively just are not authorities who will step in to right this wrong.

Other than that, Catch23 has made me jump ships, it's entertaining at the thought of instant justice (and the ice cream), but retreating to Anvil would be better and the build up to the taking back what is hers would be so satisfying (power track please, Final Countdown?).
And by small tear, with Katia's luck, you mean huge rip that makes the robe classifiable as Female RPG armor, hehe. All seriousness, Katia getting a new outfit seems odd but unavoidable, hopefully all are artist can make something awesome (The challenge has been laid down, the conch has been sounded)

I'm not sure how much she's gonna get for an amulet of silence. It is notoriously difficult to sell a magic item that, when equipped, incapacitates the wearer. She's better off hanging onto it and seeing if she can score a little charity off her dancer friend. I sort of thought "don't walk along the gold road naked" was implicit in the command, though. :V And I do like the idea of checking the trash for the letter and a discarded robe.
