I'd like to get maybe an official reply from Ryan saying whether or not he is OK with me using these images in the cartoon maker (I actually created the tool that makes the animations, and I'd like to build his characters in, if that's OK of course.)

he doesnt even own the pictures of the dinosoars it was from a clipart program

You weren't aware of this thread? There are some other dinosaurs included in that thread that didn't make the DC cut. I... I'm sure plenty of the material there could somehow be used in some kind of qwantz fan art...
