I noticed under posting permissions that it said I may not post attachments. Being the complete noob I am, I have no clue as to what is meant by attachments. Could someone please explain the purview of these attachments and at what point I am allowed to post them?

We do not use attachements, it is most likely extraneous vBulletin code.

Attachments are a common forum feature where if it is allowed you can upload files to the forum instead of having to use third-party hosts. Often it's restricted to just small images or text files.
As Drillgorg said attachments are disabled here, and will most likely remain that way.
